In July 2018, the Custodial Operational Policies and Procedures project commenced to establish clear, simplified, consistent custodial operational policies and procedures in Western Australian prisons. The 18 month project has delivered updated policies and procedures for prisons and Banksia Hill Detention Centre (BHDC) throughout Western Australia.

This CPD is to update the legal profession on the implementation of the updated suite of Commissioner’s Operating Policies and Procedures (COPPs), particularly the policies which apply to legal professionals who represent clients in the prison system.

Scott Rumbold

Scott is currently the Assistant Director for Operational Policy within the Department of Justice. Scott’s is currently the Project Manager for the Custodial Operational Policies and Procedures project, a role which he has held for the last years. A motivated leader with over 20 years’ experience within the WA Government, Scott has had extensive involvement within policy development, and project, risk and contract management. Scott has spent the last 13 years working within Corrective Services displaying strong focus to improve delivery of corrective services, in particular to improve legislative compliance and support diversity and substantive equality. Scott’s career is underpinned by a Bachelor of Commerce.
